Topics DB: Individuals with Disabilities Education Act (IDEA) Part B Section 619 Preschool (ages 3 through 5)
The Preschool section of IDEA 2004 (Part B, Section 619) applies to children ages 3 through 5 if they meet the definition of a child with a disability. Many children in this age group show a developmental delay but because of their young age, can not yet be identified by category. (See item 3 (A) (i) below.)
The most recent reauthorization, the IDEA Improvement Act of 2004 (IDEA 2004), clarified a state may apply the term developmental delay to the age range 3 through 9, or any subset of that range, including ages 3 through 5.
